"I Have To Have An ID To Release This" Ipswich PD Dispatch. Public Records Retrieval Attempt 2 Days

I stopped by Ipswich PD on August 31st to retrieve public records request information. My request was for all the Chief of police emails that obtained to me including a "Roll Call" that was sent out by his Department. I had a little window on time and wasn't expecting a difficult time getting the records. This Dispatch officer mistakes policy trumps the law. This paperwork is public record and it is not necessary to get my ID because it is not personal information. I then returned today to try and retrieve the same public records request.
