9 Yr Old shoots & Kills 15 year old girl over Gatorade! Police say accident! Family disagrees!?

Horrible story out of Baltimore where a 15 yr old girl is shot dead over a bottle of Gatorade. The girls family says the 9 year old should face criminal charges. What do you think?
