How to Fix Peeling White Paint on a Grand Marquis/Crown Victoria

Anyone who has a factory white paint job on a Mercury Grand Marquis or Ford Crown Victoria (most notably the P71) will notice that overtime the white paint will begin to lose adhesion to the primer and start peeling off. I find it to be a losing battle as I've taken my time to peel back any loose paint, wipe it down with alcohol, and precisely fill it back in with a touch up bottle, only for it to begin peeling somewhere else in a matter of months. This is the current method I use to quickly hide a big primer spot. It doesn't look the best and for a proper fix I would recommend sanding the panel that is peeling down to bare metal, re-primer, paint, and clear if you want to invest the time and money into a better solution.
