The guitar vibrato effect has been heard world round. It has established itself within our culture and if anything is becoming a sound of the past. That goes for electric guitar in general.
If one means classical guitar vibrato, that will be a guitar effect that will be around longer as classical music endures.

No. just the wrist.

2 transfer to air
3 bring to guitar
4. do slow stretch
5. Bring back down…..repeat
6. do in rhythm slow,
7. gradually speed up
