This passage follows the death of Moses and is the transition into Joshua taking command of the people and crossing the Jordan into the promised land. God is speaking to Joshua, and Joshua is confident that it is God speaking because he had been present in previous divine encounters with Moses. Consequently, Joshua did not hear a new command but a reminder from God of what he already knew. "Have I not commanded you?" Joshua knew he had been instructed to be strong and courageous before. We have the same promise of God's presence and protection when we follow His commands. Our courage and strength come from an ever-present God.
