Is Anna Duggar a victim of domestic violence?

If the photo I'm talking about IS what it looks like, there needs to be severe punishment handed out to the perpetrator. A factor to why Anna doesn't want to get a divorce is that she might be put in danger if she does so. That's really infuriating to think about, especially when it comes to a celebrity Christian family.
