The County questions:
Public street/road or parking lot closure? - NO not us
Security or Escort required? - Yum NO why would we need these!
Emergency Management Services required? - I hope not
Stages, platforms, scaffolding, bleachers grandstands, canopies, tents, booths, vehicles and trailers? - Nope, we are on private property that has facilities.
Will you be serving alcohol? - NOPE
Mechandise Sales/Vendors Requiring Sales Tax Collection? - NOPE
Onsite Food Service Vendors Requiring Sales Tax Collection? - NOPE
Race, Parade or Pedestrian/Bicycle event? - NOPE
Additional needs-portable toilets, waste collection, & recycling? - NOPE, campground provides these
Approval/permits from other entities? (see section 10 below for more details) - This is the gotcha part for the County, if we were doing stuff on BLM (Public Lands) they then would require a permit most likely from what I am told. However we are on Private Property, that the town and county and even State already limits how many people can stay there on that property (capacity ratings). So at any given time for no reason the campground could fill up, the county, city and State have agreed to that capacity ahead of time and acknowledge that that can be the case. This is MOAB, that campground is popular and thus it will fill up whether we are there or NOT. One could also argue that Moab with all the campgrounds, Hotels, Motels etc etc has determined the cities capacity. If the city can not handle all those being full at once then they should not be allowing more Hotel's, Motels etc to be built.

Reading this doesn't sound like it applies to us:
"Commercial use means recreation use of the public lands and related waters for business or financial gain. Any person, group, or organization makes or attempts to make a profit, receives money, amortizes equipment, or obtains goods or services as compensation from participants in recreation activities occurring on public lands, the use is considered commercial. Examples: outfitters and guides, four-wheel drive tours, livery and shuttle service."

All we are providing is a meal, a breakfast, morning coffee and an atmosphere. What people do is up to THEM during the day. For all I know they are going to the recreation center to float in the lazy river. Maybe ride over to Arches and pay to get in, or get the permit for White Rim and pay and see that, or pay to go to the Sand Flats area. I have no clue where riders will ride or their general daily habits.
