Computer Video Card GPU Troubleshooting Repair Bad Capacitor testing with Atlas ESR meter

I got this computer second hand and thought I would try and figure out why the video card was not firing up. When the computer was powered on the cooling fan would not run on. I figured the problem with the PCIe power bus circuit. I noticed a bad capacitor. After replacing the bad capacitor the video is working again. I think most people throw away there electronics too quickly. Usually a few minutes and a few tools is all you need.
