Mayor of Portland Ted Wheeler, Genius, Racist, or Both

Mayor Ted Wheeler is solely responsible for the rise in black on black crime and homicides. Was his plan to allow black murders to sky rocket, or did he really think by reducing the number of blacks being arrested would lead to less crime? I am thinking NOT a genius.
