Just listen to what she is saying:
"We had perhaps to little cautious and to much optimism from some good things that came our way..."
"Public is hearing that science is proper, science is black and white, science is immediate and we get an answer and then, you know, make the decision based on the answer. And the truth is not always immediate and sometime it takes months and years to actually find out the answer but you have to make decision on the pandemic before you have an answer."
