On February 9, 2019, A Vallejo, California Taco Bell employee called 911, informing the dispatcher that a vehicle was in the drive thru and the driver was unresponsive. Upon arriving at the scene, officers found Willie McCoy unconscious behind the wheel of a silver Mercedes-Benz. They also discovered a .40 caliber semiautomatic handgun in Mr. McCoy’s lap. Officers decided to open the door to retrieve the alleged gun and remove Mr. McCoy from the car, but found the door locked. After several minutes, McCoy scratched his shoulder and moved in a manner that was interpreted by the Vallejo Police Department as "hand reaches to gun on lap". Officers yelled at McCoy to put his hands up, and fired at him less than three seconds later. Six officers fired 55 rounds at McCoy, who was pronounced dead at the scene shortly thereafter.
