Jay Stone files two complaints on the City of Racine WI. over election violations. The City of Racine applied $250,000 of its CTCL grant money to purchase a mobile polling location in violation of state statue. Secondly, The City of Racine's objectives in the complaint was to “Encourage and increase absentee voting by mail, Expand voter education and outreach to disenfranchised populations, and hire and train poll workers, particularly high school, college and technical school students.”
Clerk Coolidge duties include voter education, but the clerk’s goal to “Encourage and increase absentee voting by mail” goes beyond voter education. Clerk Coolidge is not educating voters with a list of options of how to vote, she is telling her readers to vote absentee. “Expand voter education and outreach to disenfranchised populations” is discrimination since it favors disenfranchised voters over non-disenfranchised voters. Hire and train poll workers, particularly high school, college, and technical school students is age discrimination because the focus is hiring younger people as poll workers.
