Donald T. Campbell, who said, "The more any quantitative social indicator is used for social decision-making, the more subject it will be to corruption pressures and the more apt it will be to distort and corrupt the social processes it is intended to monitor."

The most prominent example is in education, where standardized testing results in "teaching to the test," where the score on the testing becomes the GOAL, not just an indicator of success. Other examples are indicators of poverty, illiteracy, and health.
