HANDS!!: Concealed Carrier Reaches.... Mad Woman Screams At Cops | Saginaw, Michigan Dashcam Video

(Saginaw, Michigan) Stephen J. Houston, a 27 year-old male with a license to carry a concealed pistol, is stopped by Michigan State Police troopers Paul E. Arrowood and Gregory Berta for "improperly passing another moving vehicle."

The dashcam video shows Houston being compliant and troopers asking for his registration. Apparently as Houston opened the center console to retrieve the registration one of the troopers saw Houston's handgun. Troopers then held Houston at gunpoint, pulled him from his truck and detained him for about 30 minutes. According to MCL 28.425f(3) a concealed pistol license holder must immediately alert police to a licensed gun at the time of the stop. Since this stop Houston has filed complaints with the Michigan Department of Civil Rights and the Michigan State Police alleging misconduct.

Disclosure to a police officer when stopped
MCL 28.425f(3) continues to require a Michigan CPL holder who is carrying a concealed pistol or an EMD device and who is stopped by a peace officer to immediately disclose to the peace officer that he or she is carrying a pistol or an EMD device concealed upon his or her person or in his or her vehicle. Officers should note that this disclosure requirement only applies to individuals issued a Michigan CPL and only when he or she is carrying a concealed pistol or EMD device at the time of the stop.
