This is AK Tactical reload practice. Reloading from a non-empty gun with a half-full magazine. Flipping the gun to safe, replacing the used magazine with a full one, and then storing the used magazine for later use, since it still has rounds in it.

The situation being practiced is that the last known threat has been taken care of and now it's time to get behind cover, concealment in this case, and top off the gun in case more baddies show up. Practicing form first speed will come later.
