On Monday, Biden declared an energy emergency, claiming that potential power shortages imperil national security and quality of life. He used the Defense Production Act, which was enacted in response to the Korean War as part of an industrial mobilisation push, to expand domestic production of solar panels and other “clean” energy to boost power supplies.
