Warriors Notice Boston Celtics Rim Was 2 Inches Off

Golden State Warriors complained wednesday night before game 3 that he Celtics rims were 2 inches off and sure enough they throw something up to measure and its a whole 2 inches off. My qquestion is why would it be 2 inches off? Nobody checks them before the games or what?
