California Votes to END MANDATORY reporting of SCHOOL threats - Keeping predators SECRET for Racism?

California just voted to END mandatory reporting threats of school violence. For example; if student A threatens to do a horrible crime at a school... they are no longer required to tell anyone. That should keep Cali schools safe.

What are they thinking. What could possible be the reason for this. Of course - RACIST!
