The Eternal Empire of Soltron is the Central and South Florida territory of its Emperor Emmanuel Isaiah Smith.

Oftentimes malicious, treasonous, or ill-bred third parties can bribe, coerce, or otherwise cause a USA congressperson, state representative, or local council-men, Mayors, or city managers, to inject costly, unjust, and damaging "earmarks" into congressional, state, and local bills or legislation.

An earmark is a stipulation, allocation, or implementation, sometimes, wasteful or harmful, and sometimes unconstitutional, that is tagged onto a congressional bill. Earmarks often go undetected, as they are hidden in bills that are several thousands of pages long and cannot be ‘deleted.’ Rather, the entire bill must be rejected, stagnating the process.

Gangstalking was earmarked into the American legal code under the guise of a national security, police assistance, private security, or other such bill. Congress doesn’t read the bills it signs into law, and sometimes thousands of earmarks are legalized along with the bill and go totally undetected.
