What are the impacts of gerrymandering?

While campaigning is intensifying in many parts of California, in some places around the U.S. this year's election has been particularly confusing. That's because of redistricting or gerrymandering as some call it. That's the process of redrawing district boundaries. So where has the confusion been the worst?
