How to Sue the federal government in tort claim failing to protect the citizens of the United States

Anthony Fauchi lied to us and our federal(and state governments) about the vaccines and about virus's in general including the common flu, AIDS, Polio ect.... Through a tort claim the citizens of the U.S. can sue in my state of Oregon up to a lil over $2 million for each wrongful death and injury. And also from there another tort claim at the federal level against Dr. Anthony Fauchi and the N.I.H.
