Orangeburg Public Safety Officer arrested and charged with assault and battery in connection with a use of force incident in Orangeburg.

David Lance Dukes, 38, was charged with assault and battery after responding to a call for service in Orangeburg. Reports say when he arrived at the scene, he ordered a man to the ground at gunpoint. The man was in a "defenseless" position when arrest records say Dukes used his right leg to "forcibly stomp" on the man's neck and head area.

This caused the man's head to hit the concrete, suffering injuries that required treatment from EMS. He was then transported to a local hospital.

The South Carolina Law Enforcement Division is currently investigating the matter.
