Phoenix police on Tuesday released edited body camera footage showing one of its officers fatally shoot 31-year-old Miguel Hernandez-Rodriguez during a domestic violence dispute in early July.

The body camera footage was included as part of a video package produced and distributed by Phoenix police — a practice the agency began last year to provide the public with details about police shootings within its department.

Officers at about 7:15 p.m. on July 20 responded to a domestic violence call at an apartment near Roosevelt and 30th streets, Phoenix police spokesperson Sgt. Mercedes Fortune narrated in the video.

A woman in the apartment told a dispatcher her husband hit her and was holding a knife, Fortune said. Phoenix police later identified the woman's husband as Hernandez-Rodriguez.

"My husband is hitting me and he's really drunk and I don't want other things to happen," the woman can be heard saying during a portion of a 911 call shared by police. "He's acting inappropriate in front of the kids and he needs to go."

Crying and yelling from a man could be heard in the background of the 911 call audio shared in the video.

Two Phoenix police officers initially responded to the scene, according to Fortune. Only one of the two officers had their body cameras activated. The officer who ultimately shot and killed Hernandez-Rodriguez did not have their camera activated, Fortune said.

The edited footage shows a woman crying in the parking lot who immediately tells the officers, "he has a knife in his hand." She is also heard in the video saying all five of her children are inside the apartment with the man.

The footage then shows one of the officers approach the front of the apartment while the other stands several steps behind.

The officer closest to the front door has their weapons drawn as Hernandez-Rodriguez opens the front door and quickly exits the apartment.

"Show me your hands," the officer says as Hernandez-Rodriguez quickly approaches them. He appears to be holding an object in his right hand that's not immediately clear in the footage. Fortune said the object was a knife.

Hernandez-Rodriguez did not comply with the officer's commands and continued approaching them with the knife, according to Fortune.

The officer then shot Hernandez-Rodriguez, Fortune said. Four shots were heard in the footage, however, it's unclear how many of those hit Hernandez-Rodriguez.

He's seen in the edited footage dropping the object and falling face down to the ground while clutching his right shoulder area. The woman is heard screaming "No" several times and is seen approaching the man before footage cuts to another scene.

Fortune said after the shooting the woman was walked back to the apartment and police verified the children inside were safe. The woman had minor injuries she said were caused by Hernandez-Rodriguez, according to Fortune.

While additional officers arrived at the scene, no one immediately provided medical attention to Hernandez-Rodriguez "because his hands could not be seen," Fortune said. Footage showed Hernandez-Rodriguez's blurred body appearing to move around on the sidewalk before he eventually rolls onto his back with his arms above his head.

When no other weapons were observed, officers began providing Hernandez-Rodriguez medical aid, Fortune said. It's unclear how much time passed between Hernandez-Rodriguez being shot and being given medical attention.

Hernandez-Rodriguez was taken to a hospital and ultimately pronounced dead.

A knife was recovered from the sidewalk where the shooting occurred, according to Fortune. Police showed an image of what appeared to be a serrated steak knife on the ground.

The officer who fatally shot Hernandez-Rodriguez was only identified by Fortune as having more than three years of service with the department.

Phoenix police have shot at 13 people so far in 2021, seven of whom have died, according to data analyzed by The Arizona Republic.

Arizona police officers so far this year have been involved in 57 shootings across the state, 30 of which were fatal, the data showed.
