Deputy Interaction With Teen Girls

Can one person make this make sense? The actual facts are far more disturbing then this video and literally leaves your jaw on the floor. Deputies have been fired for the silliest of things - yet this deputy breaks multiple laws, 100% evidence that multiple laws where broken as he "groomed these girls" and NOTHING happens to him.... then he is transfered to a different station, and shocker, right back under investigation and transfered again. Mike Chapman - Loudoun County Sheriff why, why, why? What happened to you???? Be the damn leader you pretend to be. Why is this deputy and OTHERS just like him still on the job?????

Mike Chapman - you can't speak on specific cases and you flat refuse to even give a statement?? This is a 3 year old closed internal case.. Why exactly can't you speak on this????

What about these girls? Why weren't more talked to? Why wasn't the deputies phone dumped? Why wasn't preservation of his snapchat done to find more victims? Many girls identified not even investigated? why wasn't this handled as a criminal investigation?

The answers are simple. In LCSO - Chapman has final say over everything and will cover something up in a heart beat if there is bad press.

Laws:
- Misd - trespassing
- Misd - contributing the delinquency of minors
- Felony - access to CAD / VCIN by unauthorized subjects

General Orders / Ethics Violation:
- THIS IS BY DEFINITION GROOMING
- conduct unbecoming
- immoral conduct
- allowing drunk female juveniles to swim almost naked on private property while he hung out and watched - in UNIFORM.....
- snap chatting as Papa Bear to intoxicated juvenile females on duty, in uniform, and encouraging them to drink more and come meet him during the overnight hours at community pools to swim for him
- as soon as the complaint came in, which was severely mishandled, passed around etc - thus allowing the Papa Bear snapchat to be immediately deleted. Again WHY didn't the LCSO easily conduct preservation and recover the account? We preserve snapchat accounts over low level Marijuana cases but not potential serious sexual crimes????

Virginia State Police this should be investigated immediately.

What else is being hidden????? Nope, nothing to see here... if the general public only knew the internal truth on so many things......
