Video released showing tasing of man in Marlboro County; former sheriff and deputy charged

Attorneys for Jarrel Lee Johnson, the Marlboro County man who officials said was repeatedly tased in an incident connected with Marlboro County Sheriff Charles Lemon and former Deputy David Andrew Cook, released body camera video of the incident.

The video, released by the attorneys, shows Sheriff Lemon ordering one deputy to remove Johnson’s handcuffs and then-Deputy Cook to “tase the hell out of him.”

According to a news release from the lawyers, the deputy continues to deploy his taser "well after Johnson, who has a history of mental health issues, is subdued and compliant."

According to a news release, one of the deputies can be heard saying, “Pop it to him.”

Both Lemon and Cook have been charged with assault and battery of a high and aggravated nature and misconduct in office. Attorney General Alan Wilson announced that arraignments on the Marlboro County Grand Jury charges against suspended Marlboro Sheriff Charles Lemon and former deputy Andrew Cook will be held before Judge Michael Nettles in Florence at 1:30 p.m. on Tuesday.

This is a clear and undeniable abuse,” said Bakari Sellers, an attorney with Strom Law Firm representing Johnson. “I want to specifically thank the SC State Law Enforcement Division (SLED) for their determined and transparent investigation and those deputies who put their duty and integrity ahead of their careers in order to bring this abuse to light. Without them, we might never have known the truth.
Amy Willbanks, another attorney representing Johnson, said this is especially unjust considering Johnson has mental health issues.

The truth is that these two men sworn to protect and serve repeatedly assaulted someone with real mental health issues and then tried to cover it up,” said Amy Willbanks, another attorney representing Johnson. “It’s just that simple.
Johnson continues to get treatment in order to heal both physically and mentally, and begin to repair his relationships with his family, said his attorneys in a release on Thursday.

ABC15 filed a Freedom of Information request with the Marlboro County Sheriff’s Office for any body camera or surveillance video of the arrest of Jarrell Lee Johnson.

The department responded by saying ”during the time of the incident, the Marlboro County Detention Center’s camera system only went back 15 days before being deleted. The camera system has since been replaced, so there is no jail surveillance of the incident.”
