Does "Well-Regulated" Mean Congress-Regulated?

Constitution 2nd Amendment 2A Second Amendment Militia Well-Regulated Well Regulated Gun Rights Guns

Article 1 Section 8 of the Constitution gives Congress power "to provide for organizing, arming, and disciplining the Militia". Does that mean people only have the right to keep and bear arms given them by Congress?
