Bodycam footage shows what led to man being shot by Jacksonville police

The Jacksonville Sheriff’s Office on Thursday released body camera footage from a traffic stop in January that led to a man being shot by police on Lem Turner Road.

During a news briefing following the incident, Chief of Investigations T.K. Waters, with the Sheriff’s Office, said the car was stopped at about 1 a.m. on Jan. 8. He said that five people were inside and that the car was stopped for a red light violation.

During the stop, officers said, they smelled marijuana inside the car and noticed the man in the front passenger seat, later identified as Teronnie Wade, wearing “body armor,” which made the officers suspicious.

The first body camera video, edited by JSO, shows an officer approaching the driver’s side. The driver of the car can be seen with his hands out the window.

“If y’all could just do me a favor, just make sure your hands, I can see all of y’all’s hands, OK?” the officer says.

“How you doing tonight, sir?” the driver asks.

“I’m doing good,” the officer replies.

The officer asks the driver who the car belongs to. He replies that it’s his godmother’s. The officer asks for his driver’s license and asks where the group was heading. The driver tells the officer that they were heading to Walmart, found out it was closed and were heading home.

The driver tells the officer his identification was left at home, and he’s asked to step out of the vehicle. The officer checks him for weapons and asks the man if he has a medical marijuana card. The man says yes, saying it too is at home. Eventually, the officer places him in the back of his cruiser.

When the officer returns to the car, he asks Wade, the passenger in a ballistics vest, a question.

“Quick question, do you have a medical marijuana card?” the officer asks.

“Sir, I don’t answer any questions, sir,” Wade replies.

“OK, step out of the vehicle for me,” the officer says.

The officer repeats the demand.

“Do not reach behind your back,” the officer says.

The officer eventually grabs Wade’s hands, guiding him out of the car. A magazine to a firearm can be seen near Wade’s waist.

“I got a weapon on me, sir,” says Wade.

“I know you got one,” the officer says.

Suddenly, a second officer at the scene yells, “Hey, stop!” as another person in the car takes off running.

The first officer, attempting to handcuff Wade, tells Wade to get on the ground. Wade breaks away, and a gunshot is heard, which police say was fired by Wade. Police return fire, and numerous shots are heard.

“Officers don’t know what they’re walking into,” said News4JAX crime and safety expert Ken Jefferson. “They don’t know what’s in the mind of the driver. They don’t know what’s in the mind of the others in the car. "

A surveillance camera shows the suspect running away from police and appears to show him firing back over his shoulder.

Waters noted in his briefing that the three who were in the back seat of the car ran off, but two were caught not far away and detained. Wade was taken into custody and transported to a hospital with serious injuries. He’s now in the Duval County jail where he’s held without bond. His next court date is set for Feb. 15.

No officers were injured.

According to an arrest report, Wade was found in possession of a handgun, 22 bags of cocaine and the synthetic drug Flakka, a street drug similar to bath salts.
