Body-worn camera footage released Tuesday documented the moment when a Houston officer shot and killed a man who police say had just fatally wounded an off-duty deputy inside PlazAmericas Mall on Feb. 23.
HPD officer Mohammed Nasser was the first of several police to arrive at the Sharpstown shopping mall around 4 p.m. that Wednesday to reports of an "assist the officer" call inside one of the stores. According to footage, when Nasser showed up, he first met with a security guard who offered Nasser a description of a man with a gun. The security guard told Nasser someone had been shot inside Casanova Collezioni, a men's clothing shop on the mall's first floor, and the suspect had fled up escalators to the second floor.
Nasser didn't appear to immediately realize that it was a law enforcement officer who had been injured. He instead asked security guards to evacuate the mall as he waited for backup. Several people who were seen fleeing the building told Nasser that the man with the gun had run in the opposite direction of Casanova Collezioni.
"I need somebody to come with me," Nasser told the security guard as he waited by the mall's entrance. "I can't just go in by myself."
About two minutes passed between the time Nasser arrived and when he realized the victim, identified as off-duty San Jacinto County Precinct 1 Constable deputy Neil Adams, had been shot. As Nasser waited for backup, the security guard reiterated that the suspect had stolen Adams' gun and shot him several times inside the store.
"Where's he at?" Nasser asked.
"He's most likely dead," the security guard responded as he pointed inside the mall. "He fired over eight shots at the officer."
"At the officer? Where at?" Nasser said.
"In Casanova, I just said this six times," the guard replied.
Nasser darted inside the mall before his backup arrived and ran straight to Casanova to check on the deputy, according to the footage. Nasser then ran toward a set of escalators near the mall's entrance where the suspect—identified as 35-year-old Czyz Harrison—was seen riding down from the second floor carrying what was later determined to be an ice pick.
Nasser pointed his gun at Harrison and yelled "let me see your hands" and "drop the knife" several times as the two walked toward each other. After circling around an information kiosk, Nasser continued to give commands as Harrison walked toward him.
In a summary video produced by HPD, assistant chief Patty Cantu said Harrison "refused to comply and began charging toward the officer." But the video appears to show Harrison walking at the same pace throughout the ordeal, including up to the moment Nasser and fellow officer Tallal Salameh opened fire. Nasser shot Harrison while in the middle of giving him a command, the video shows.
"Drop the knife," Nasser said. "Hey, drop the knife. Drop—"
Nasser shot toward Harrison at least four times just as Salameh arrived inside the mall. It was not immediately clear how many times Salameh pulled the trigger or which officer struck Harrison.
Harrison immediately fell onto his stomach, and another officer kicked the ice pick away, according to the footage. Harrison stayed down for about 15 seconds before he stood up and walked away from the officers. He was bleeding on the ground as he walked, the footage shows. An officer fired his stun gun and struck Harrison, who again collapsed.
Another officer mounted Harrison, who was laying on his stomach, and started to put him in handcuffs. As he did so, another officer pulled a Taser and again started to stun Harrison, who appeared to continue struggling with the officers as he yelled for help. Once he was in handcuffs, the officers rolled him over and placed a tourniquet on his arm.
As the other officers were putting Harrison in custody, Nasser ran back into Casanova Collezioni to check on the wounded deputy. Officers who were attempting to detain Harrison directed paramedics to help the deputy, who was soon rushed to the hospital where he was pronounced dead.
Other paramedics took Harrison to the hospital where he was also pronounced dead. He was allegedly in the mall shopping for his own birthday when his credit card was declined inside Casanova Collezioni, police told ABC13's Jessica Willey. Speaking with Willey, Harrison's brother did not have an explanation for what police said he did to the off-duty deputy.
