Fish Dying??

This is just down the street from our house. There are about 3 dozen dead fish and more are very stressed and in the process of dying. Also have a dead bird on the shore. I've called Florida Fish and Wildlife. They can't get out until Monday. There are workers at the next pond over rebuilding the shore and I think maybe the silt from that pond is getting into this one and cutting off the oxygen?? Not sure how it all works. Does anyone have any suggestions? I hate seeing the fish struggle. :(
