Jeffrey Lendberg learned the ATI ballot tabulator used for disabled citizens to vote, can mark or fill out the ballot for the voter. An interesting feature of this function is that the ballot is printed on in a way that it appears a human filled out the ballot, and not a printer. Another concerning feature is that the tabulator reverses the ballot to ensure the vote is correct; the ballot is then fed back into the tabulator. Lendberg believes it is during this step in the voting process that fraud can occur. The reversal rate of ballots by tabulators was found to be as high as 20% in some states.
