SHORT: Is Russia Really Trying to Take the City of Kharkov (Now)?

The Pentagon claims that Russian forces are not making progress around the northeastern Ukrainian city of Kharkov. However, it is clear that Russian forces are not attempting to take the city but instead are occupying the attention of Ukrainian forces there to prevent them from reinforcing the Donbas region - the current primary objective of Russian military planners.
