2006 Postal Service Sabotage

In this clip from CD250, Host Jen Briney describes how H.R. 6407 - Postal Accountability and Enhancement Act of 2006 - required the Postal Service to pre-fund retirement for all of its employees. This unusual provision left the Postal Service with a fraction of its self-funded budget to provide its mandated services.
