The Flakpanzer IV or Wirbelwind was based on the famous Panzer IV chassis, and was developed to succeed the Möbelwagen self-propelled anti-aircraft gun.

Because of Allied air superiority, the German army had less interest in developing any anti-aircraft guns and they began to develop more mobile and better armed self-propelled anti-aircraft guns, and in 1943 development started on vehicles like the Möbelwagen and in 1944 the development started on the Wirbelwind, because the Möbelwagen left the crew extremely vulnerable with it's open-top superstructure, so the Wirbelwind would give the crew better protection with an open-top, nine-sided turret that housed a quad-barrel 2 cm Flakvierling 38.

The Wirbelwind was very effective against ground targets, but it wasn't effective enough against aircraft, so it was eventually replaced by the Flakpanzer IV Ostwind.
