Judge presiding on amendments uninspiring

The judge who presided over the case against the DOH for trying to amend the health act seem to be finding ways not to proceed with matter. She seemed to unaware of the amendments. Surely if she is presiding, she should have read up on the implications of the amendments.

She came across as someone that was batting for the state instead of working in the best interest of the public, of which is a part of.
