Regarding Scott Smith and Loudoun County Rape Coverup

VA State Senator Dick Black (ret.) testified on the public record, August 10th, at rally outside School board, regarding the rape of Mr. Scott Smith's daughter in school by a boy using the transgender loophole, the board's coverup, and the arrest of Mr. Smith. Had this been addressed then, the second victim would have been spared from this predator.
