Acts 16:15 KJV
And when she was baptized, and her household, she besought us, saying, If ye have judged me to be faithful to the Lord, come into my house, and abide there. And she constrained us.

the preacher does have a certain degree of judgment concerning those with whom he works
 
• He judges whether they are saved
• He judges whether those who have been saved have grown enough to serve
• He judges their maturity level in the Lord for advancements in service in the ministry of the Lord.
