The Psychology Of The Need, Creation and Promotion Of The “Blue Wall Of Silence” In Police Departments In America That Cover Up Police Corruption Instead Of Exposing It.

When police departments have one official lawful (dejure) departmental policy and they adhere to and comply with this policy then generally there is transparaency. This official lawful policy guides and directs the Police Chief or Police Commissioner and their officers of various ranks to comply with policy and the law causing these police departments to have very little police corruption and only a few rogue officers but not systemic corruption. But if there is 2 policies one official lawful (dejure) and unofficial unlawful (defacto) then it was created or supported by the Police Chief causing the department to promote and perpetuate police corruption which could lead to systemic police corruption causing a need for a code of silence to be established, promoted and instutionalized by the Police Chief or Police Commissioner. When the Police Chief or Police Commissioner wants to ensure he is either re-elected or appointed because he is obsessed with power and in staying in office then he will cause portions of the official lawful departmental policy to be superseded with his newly created of the formerly created unofficial unlawfull (defacto) departmental policies. He is obsessed with staying in office so he wants to reduce crime or the perception of crime so the citizens either re-elects him or the chief executive officer of the Executive branch of the government continues to employee the Police Chief or Police Commissioner since he is employeed at the pleasure of the Chief Executive Officer. The Executive Officer wants to get re-elected also so he could if he is obsessed with power demand that the Police Chief reduce crime by any means necessary even if it is by NOBLE CAUSE POLICE Corruption. This is when the Police Chief creates numerical quotas for Parking Summons, Traffic Summons, Misdemeanor and felony arrests, Stop and Frisk (Terry Stops). These quotas cause police officers to take unwarranted law enforcement action out of the need to satisify quotas or be disciplined and eventually terminated from the department. This causes police to improperly issue Traffic and Parking Summons and make false arrests without probable cause. Also citizens are unlawfully Stopped, Questioned and Frisked without Reasonable Articulable Suspicion that a crime was afoot or was committed by the person unlawfully detained.
