The Faucet is Thirsty

Info from Licensor: My nephews went to get a glass of water from the tap and it made a noise like it was sucking, then they had an idea to fill the glass with water that they had stored in a bottle. When they put the full glass they noticed that the tap was sucking all the water up. This happened in the kitchen of my brother's house who lives in the back house. So far we haven't found out why this happens, but it only happens when the water supply company runs out of water in the neighborhood.
