The New Zealand Government withheld our official information request for these documents until an illegal timeframe, why?

In official government documents, they hint at the ease of uptake of a “Health” app and suggest that this will help with the “Social License” for adopting a digital identity in New Zealand. The question is, why do they need to be so deceitful in their delivery of a digital id system in New Zealand? Is this how major contentious issues should be approached in a free and democratic society?
