In this 1985 lecture from Lt. Col. Thomas E. Bearden explains the whole process of Russian (soviet) Weather Engineering Over North America, directed energy weapons (DEW), Scalar, and many other things... It is now proved that electromagnetic radiation can indeed modify the weather.

He did not discuss real evidence - nor did he wish to. Instead, he said very little of note. One might even perceive what he said was a warning - to NOT look at the evidence... I found this interview on what I believe to be an inactive YouTube channel of Dr Abraham Rodriguez, who called out Richard Gage and AE911T for the disinformation agents they are, way back in 2011.
