Imagine if you will that after WW2 the US government banned propagandizing it's own citizens(Smith-Mundt Act). Then imagine that in 2012 the US government repealled that law. Imagine that the US government could use crisis actors and stage fake events like a school shooting and then put that footage on the news as if it was real. They could use that propaganda to create a reaction from the public and then use that reaction to pass legislation that they otherwise wouldn't have been able to pass.
