Essentially, there's a bunch of "Non-Resident Training Course"s which the Navy has available for its sailors which, perhaps, people can find a copy of if they are made aware of their existence. Most of them are unclassified. All of them are using taxpayer money to create them. As such, given that the American government already wanted to produce a "Department Of Education", why not point out what the American Government has already done so as to further education. Of particular note is the NAVEDTRA 14139 for Basic Math. It essentially covers all of K-12 mathematics in a single book. Why use Common Core or make a similar attempt, when we already have a whole book that goes farther and better regarding teaching mathematics?
